So is it more about the wheel looking better with more "lip", or do you want to move the wheel out closer to the fender ?

Welding wheels is illegal in many countries and can have serious legal consequences if you get involved in an accident. You could use SR wheels for a Kadett B with ET28 and 10 mm spacers(you need longer wheel studs too) or your existing ET37 wheels with 20 mm bolt on spacers.

No, swapping jets is not a problem, finding ones can be, I don't know the availability of Solex parts. But there is still the issue with the smaller venturi that strangles the power.
